Black Mage Freeze Spell Not Working as Intended

The tooltip for the Black Mage spell, Freeze, indicates that it covers an area and binds enemies who enter. There are two durations: 15s and 10s. The 15s duration refers to the debuff duration for bind. I am assuming the 10s duration is supposed to imply how long the Freeze spell lasts. This leads me to believe that Freeze is supposed to be a persistent GTAOE spell. The way the spell works now is it only hits once and there are no area of effects that linger. Is this working as intended? The discrepancy is easy enough to test. Just cast the spell once on a group of mobs and it will bind them as intended. But try to drag any other enemies through the 10s timeframe? And nothing will happen to them at all.

Just want to point out that the 10s duration in the tool tip refers to the umbral ice buff it gives.
