When you get Black Mage, first you have to talk to the Guild Receptionist, then someone at Milvaneth Sacrarium in Ul'dah, then someone at Burgundy Falls (trying not to spoil anything here). It's easy to forget about these two locations after 5 levels. I kept forgetting.
