Main Scenario - Lady of the Vortex - Unable to reach airship landing (3+ months BUG)

I have the exact same problem as the OP of this thread who posted this issue several months ago. It's almost November and I don't know if he has been able to progress but I certainly cannot.

Time: 10/28/2013 - now
Frequency: Persisting
World name: Cerberus
Character name: J'ien Sul
NPC name: Lionnellais <Airship Ticketer> and or Cid (quest Lady of the Vortex)
Monster name: N/A
Class/Level: Bard 44
Party or solo: Solo
In-game time: N/A
Area and coordinates: Gridania
Steps:
1. Landed in the area behind the Airship Ticketer in Gridania
2. Was unable to proceed the Cids next quest due it being level 44 and I was only level 43
3. I gained 1 level and tried to go back to Cid to obtain the quest through the Airship Ticketer with no option to do so nor anyone else in that area.

Have you checked the duty finder list and made sure it's not been fixed by simply showing up there?
Have you checked the recommended list for next steps?

Yes I'm checking around to see if I missed something ... just have to backtrack and see if I missed a quest. Nothing in my recommended right now at all.
Not sure if this is an actual bug but several people have mentioned it and there is no solution that any of them have mentioned ...
I think I missed a quest somewhere between finishing Stone Vigil and now ... but I need to read through a quest list to find out.
