OK, I'm changing my view of this. The more I use it, the more I can deal with it, although I still don't think it's the final solution.

I don't know if you all know about the context-sensitive buttons in this game but they're great.
After you've selected your spell, Cure for instance. When it prompts you for a target and the AoE box is up left and right will only select applicable targets on your screen. Right now I have Enemy set as my targeting type while in a group, when I cast cure it allows me to select party members regardless. The targeting mode is adaptable. Also when it prompts you for a target, the emote button toggles AoE. Also when you're on your skill bar the same emote button can start a battle regimen. Watch out though because there are known problems with battle regimens screwing with some controllers.
I don't understand how a functioning target system can be such an issue, but it is. Yes SE please fix the targeting system this is not working.
I've been using the new targeting system exactly like it was before. If you guys remember making macros on FFXI, there was a command <st> for selecting targets after choosing a spell. The default system on here reminds me of that, when you choose a spell you get a subtarget so you can stay locked onto a mob while healing party members. You cannot target mobs with the subtarget for a cure spell, and you cant target party members in the subtarget for nukes. This is how i get around the UP/DOWN issue.
i think to solve the problem a button should be held down then press up to switch between party<enemy etc. When the button is not held down, we can press up or down left or right to cycle through party members or enemies. In addtion to this when switching from party to enemy it should auto target enemy we are attacking and if there is a group pressing up can cycle through the group only and pressing left and right can target mobs outside group.
I play using a gamepad.
This recent update adding the various targeting 'modes' is a step in the right direction. I can see where these modes could be useful in various situations.
HOWEVER, the issue is that they used the up/down on the d-pad in order to cycle through the modes. This essentially replaced the functionality of what the up/down did. Mages can no longer cycle through the party member list using up/down. They should have this option.
Also, it is now difficult to target yourself believe it or not, using a game pad. Before using either up or down, would target yourself first, but now it changes modes so if you use that to target yourself, you then have to manually change the mode back. Using the action button will still target yourself if nothing else is on the screen but if another NPC/PC is in your field of view, it will target them first.
The SOLUTION to BOTH of these issues is to do what they did when they added the camera controls to the gamepad. Revert the controls on d-pad up/down how they were before this patch, but change the way we switch target modes. Use the auto-run button + up/down to switch modes. That way we will still have the functionality of the full d-pad for targeting AND will be able to enjoy the option of swapping targeting modes as well.
Yes I agree this new targeting system is completely bunk, while it is better than it was it is still not good at all
Honestly I hate this system of targeting now. Hate it. I want them to change it now please.

I too would like to see a better solution to the targeting system than what was released in patch 1.16. The new system sacrifices the ability to easily (and quickly) select oneself and to navigate through the party list in an organized manner. Not being able to move through the party list any longer makes it needlessly difficult to select party members that are not in your field of view or party members that have been knocked out and need a raise.
Another thing I would like to be implemented is the ability to sub target party members using up and down on controller. I'm a sub targeting fiend in FFXI, meaning that I often choose which spell to cast and THEN choose my target. In the current system, you must exit from the action bar interface, choose your target, open the action bar again, choose the spell, and then cast. I would rather be able to keep the bar open, choose a spell, then a target and then cast.
