I think you are confused on this. It isn't needed for the sake of which mob the tank is targeting as we have mark target for that. It is used to keep an eye on a target's cast bar, buffs, debuffs, stacks, etc...while targeting other things.

One of the easiest examples to grab a hold of on this would be in Wanderer's Palace on the Tonberry King. Although a lot of over geared players will opt to just burn down the boss, many people still need to approach this fight as it was designed. One DPS takes down adds which each add a stack of rancor to the boss. Each stack will increase the damage the Tank will take when Everybody's Grudge is used. With the focus target bar, that DPS can see how many stacks of rancor are built up without having to switch back to the boss.


Why everyone feels the need to get heated up over a reasonable request is just childish. The PC version has this feature, the PS3 players want to benefit from it as well...they bought their game & pay their subscription just the same.
