I've actually never seen the GC weapon provide enough dps unless everyone else is relic or better. It does require mostly i70 gear. Including the weapon.

The DPS check on heart is not harsh at all as long as people know how to DPS and the healers join in. Most people haven't a clue how to do that and vastly underperform with their level of gear though.

A good player will easily have enough with GC weapon. Don't even need DL/AK tier gear to be honest.

Not really required, maybe you can do SCH dpsing and WHM healing, but all healers dpsing is really a bad idea. At least one healer has to focus on healing, because in p4 you receive a lot more damage than p1-3.
And for the weapon, healers can do it with GC weapon, even if a ilv70 one would really raise the success rate, and dps just can't make it in GC gear, they need to deal damage. I've beaten the p4 without LBing with a WAR OT and 4 dps all in ilv70 weapon, even if I wiped a few times before getting it right.
The MT doesn't need a good weapon, he's just there to distract the boss.

Stick a DS Medica(2) and Regen on the tank at the start of heart, and then DPS until you see Weights. After Weight, top people off, cure through Tumult, top off/regen tank and DPS again. The outgoing damage in p4 is low.
