There seems to be a bit of nonsense involved in how quest level requirements are handled. Some quests won't let you accept the quest until you're the specific level of the quest, which is fine.

However, sometimes you will be able to start a quest before the level requirement, and do all the quest objectives, but then the game won't let you turn in the quest until you meet the level requirement.

Example: After doing a level 30 quest in Costa Del Sol, the NPC then gives you a level 33 quest. However, if you complete the objectives, you can't get the quest reward until you are level 33. This means the quest stays in your journal and duty list until you get to 33 and make it back to that area. It's really misleading.

I've encountered this multiple times, and it gets a bit more frustrating each time it happens.
