Yeah I suppose war is more position-intensive than pld (though that cone from OP is pretty huge), but overpower is your bread and butter for the most part, especially later on and you have to worry about 'overgeared' dps that like to aoe targets down. Flash is best used for initial pulls (after you've tomahawked a mob, its good to use to 'tag' the rest of a pack) or used when you have someone sleeping targets, as it doesn't wake them.
Yea in the cities PLDs are everywhere or maybe I just notice them more because I am one. Even so still get instant groups in ak,wp and maybe 1-3 mins for Ifrit and Garuda, not sure about Titan though.
That cone isn't that huge. It's only got a range of 8y and if you are trying to chase after someone who is running away from you..... yeah....Yeah I suppose war is more position-intensive than pld (though that cone from OP is pretty huge), but overpower is your bread and butter for the most part, especially later on and you have to worry about 'overgeared' dps. edit** Take my previous experience in mind where the cnj keeps pulling with an instant and has 3 dungeon mobs after him. Tomohawk works on 1 / 3. How to get the other 2... is... not so fun.

Considering you never need more than one tank for Titan HM, it would make sense that the tanks are sitting in Mor Dhona looking for employment along with the DPS.
All I can say is try to find a healer buddy to roll with, and don't be afraid to (nicely) ask people to attack the marked mob only, and to run towards you if you lose hate. Seems like your only experience tanking is low level stuff? That's the thing, you have quite a few people that are probably playing in a group for the first/second/third time and don't have the hang of party mechanics yet. That cone isn't that huge. In an ideal situation as a mrd/war, where you pull first, dds attack marks in order etc, you can literally hit overpower four times and go afk until the first mob is dead.
My healer "buddies" are all mostly end game and don't care to sit and run the 1st few story dungeons over and over just to help other people through, though heheh I play with all 4 languages selected and autotranslate just doesn't do some of the simple conversations that are needed. All I can say is try to find a healer buddy to roll with, and don't be afraid to (nicely) ask people to attack the marked mob only, and to run towards you if you lose hate. So true. One of the times I joined Halatali in progress, a tank was missing so I used my tank pet. Another time I joined the same dungeon, a healer was missing so I used my tank pet again since I can't heal as well as a conjurer (last boss battle mainly). Was kinda fun actually and I sort of hope to get into the same situation and help out a couple of poor people (especially DPS players) while I get some exp for it.
