Shadow Flare Tooltip Wrong

Steps:
1. Hover over the tooltip for shadow flare, it sates theres a 5% chance for sustained slow
2. Cast Shadowflare on a mob who isnt immune to slow
3. It will ALWAYS slow if the mob is susceptible

Additional Notes: The tooltip is very misleading. Shadow Flare always causes slow. I do not know how much shadow flare slows by but how its phrased right now makes it sounds like theres only a 5% chance a mob you cast it on will be slowed while in shadow flare and that is incorrect. I suggest a rewording if what I described is how its intended.
