If you take into consideration that an Entry Subscription account lets you have 1 character per server (with a max of 8 characters in total) and a Standard Subscription lets you have 8 characters per server (with a max of 40 character in total), GoldCEO has A LOT of accounts. There are a whopping 46 GoldCEO's on Adamantoise alone.

...and it felt like I got /tells from all of them yesterday, it has gotten so bad. Their messages don't even contain their website anymore, just a statement like, 'see my name? that's our website.'

Doesnt sound THAT high considering the number of accounts banned due to RMT ads was around 6000 in september.
