When SE bans RMT, they ban by account right? If they do, what exactly is the purpose to keep buying codes to get new accounts? Can't they block IP addresses?

I'd make a guess and say it's a virus. It's hard to say where it's originated but it is doubtful one guy made 1K characters in a 24 hr span. Sounds like a trojan that infects clients or something.

Its most likely a RMT "company" manned by many people. Highly unlikely one person is conducting an operation of this scale by themselves.
