Unable to complete story quest "Skeletons in her closet"

Steps:
1. Accept Skeletons in Her Closet quest
2. Go to dungeon Haukke manor
3. Defeat Haukke manor dungeon
4. Attempt to talk to Ursandel to complete the quest, but the quest won't continue. Quest log says to talk to Ursandel. If I hit "map", nothing happens. Very frustrating

I've tried logging out and back in, waited a couple of days, submitted a bug report in-game, contacted a GM, nothing. Very frustrating to be unable to advance in the game at all for 5 days.

Update:

I went to the zone "Central Shroud" where the Haukke Manor dungeon is, and a movie loaded and the quest was able to be advanced. This movie should have played after I finished the dungeon.
