Just wanted to bump this again since it pissed me off again last night.


Anyone trying to play melee and hit a moving target will likely get a "target not in range" message, while on top of the target. Additionally, people trying to LoS a spell someone is casting will probably get hit regardless. Some people will be able to cast instant spells while running, others will continue to utilize being able to move before your cast actually completes.
All just speculation really, but based on how skills work with mob encounters now, and being able to see the delay between when I take an action and when I see it on my boyfriend's screen.
