    You need enough for Blizz3>Thunder2 combo, that's the number you want. If you have to wait for a mana tick to cast thunder 2, you are losing dps.

    If you have a fire starter proc however, and you just used Thundercloud. you need enough mana to use Scathe after as the Thunder2 will be a waste.

    Blizz 3 > Scathe > Transpose > Fire 3 (you need scathe to cover the time needed for the mana tick)
