You should only be using it to pull specific mobs away from other groups if you're using it to initiate combat (like the succubi in AK). And unless you're in the party of the person the mob is currently attacking at a FATE it will do nothing, because they aren't in your party.
Provoke is very useful, people just need to learn that it IS NOT a "hey attack me for 5 seconds" button. You HAVE to use it on something not targeting you, and you HAVE to follow it up with damage, a combo'd rage of halone is ideal if it's upclose, but a shield lob works if they are too far away, just might take a bit more.
If you're using it on something that is currently attacking you, grats, you just added 1 enmity and lost your cooldown for 30 seconds.

My comment was specific to FATEs, and even in a party it won't pull threat during FATEs. Cover's my only option when in a FATE with my friends in a party because Provoke shows resisted every time. In dungeons I pull with Shield Lob, or wait for a Sleep to go off and Flash the group on their way to the sleeper.You should only be using it to pull specific mobs away from other groups if you're using it to initiate combat (like the succubi in AK).
