It is suspicious, you should just report the matter along with the video and have them investigate it. If they find anything then they'll take actions they deem necessary. No one here can really give you a solid answer as to what's going on in that video.

Honestly there isn't much you can do I've been reporting people who I catch botting and cheating and sadly they are ALL still in game
I've stopped reporting it cause it doesn't seem to do any good. SE needs to Ban these people fast its just ruining the game

OP is only lagging a little. Watch the other players in the video for confirmation.

The server updating the hackers position about once per second so it appears he is rubberbanding forward because he is moving faster than animations/ bad netcode can handle.

It is a speed hacker. OP was running in the same direction as the hacker for a few moments and wasn't even close to keeping up.
