    Class/Level: Conjurer lvl 25
    Party or solo: Solo
    In-game time: 6:00 PM - 11:00 PM maybe?
    Area and coordinates: East Shroud (25,25)
    Steps:
    1. Moved to the specified location
    2. /lookout does nothing
    3. Logged out, logged in again
    4. /lookout still does nothing
    5. Move to South Shroud, back to East Shroud (25,25)
    6. /lookout continues to not work
    7. Someone else (presumably on the same quest) randomly walks up and does /lookout
    8. I get the cutscene

    WTF?
