The chance it's in turn 5 is somewhat high considering that most if not all drops have been recorded for turns 1 2 and 4
Plus from what I heard the scepter and shield are very good for BLM, although I can't compare to relic +1 off the top of my head (and on mobile)

Both Allagan Scepter and Shield have accuracy/spell speed. A set built around Relic+1 will allow you to have more det/crit, as opposed to spell speed, which will edge out the allagan weapons.

This is ofc until the Allagan weap gets their stats raised in 2.1.

I am going to doubt it will be in coil as i don't think they have added anything to it. (could be wrong) Will probably drop in Primals. Also its name wouldn't be consistent with allagan loot.
