Focus Target Cast Bar & Spell Name Obscured

This is a re-post of a bug submitted by Outlawstar15a2. I have to precede this report by saying it is disappointing that Outlawstar15a2's original report was overlooked because it did not follow a cookie-cutter template. This problem is both easy to understand and to reproduce and the description provided was clear.

"Every time I set a target to be my focus target the spell name and cast bar is obscured by the words "Focus Target" making it very difficult for me to see what is being cast by the boss and how long I have till it goes off."

Steps:
1.Focus target a monster using any means, such as SHIFT+F
2.Wait for the monster to cast a spell
3.Observe the focus target widget, with the spell being cast behind the monster name and the words "FOCUS TARGET"
