Hard to say this unless you've seen the code yourself. The only problem XIV suffers from technical wise is the server side nature of the interface. Every other MMO chose against using one for obvious reasons.
I couldn't find it if I tried, but I'm sure a lot of the dev posts and reasons things have not been implemented (seemingly simple themes) have been because it's hard to code in the game, such as all these targetting changes taking so long, the battle system, etc.

As soon as I have 15 years of experience with video game coding, a project already coded on a new platform, 5 years, a huge budget, esteem, and degrees...I'll get back to you. But before that, sorry but a game with this large a budget with this much of a star-cast should not have been coded as badly as it is.
