Legacy Player cannot create any characters, at all!?

Im posting on behalf of my father who is a legacy player, having played since 1.0 opening via pre-order. Now, come 2.0 he has just the one legacy character that was carried over from beta. His issue is that he cannot create a second character on his server Hyperion NOR can he create a new character on any other server (he has tried and failed). Is this a common issue? Is it unique? And ultimately, would he need to delete his current character to be able to create a new one (and if so, would he still be given ALL his pre-order/beta/legacy gifts?)

What exactly is the error the game gives when he tries to create a character? Does it say the world is full? If that is the case then there is just too many players currently active on that server, so all you can do is wait a while and try again. Other than that, I have no idea what the problem could be sorry, other than maybe some kind of billing issue.

Some worlds have character creation restrictions. Hyperion is one of them currently. The list changes all the time, so check it before choosing a world to create a character on.

Try making a character in the early morning, I am on Hyperion and around 8 people have been able to make new characters in the past couple of weeks this way.

Yeah, turns out the restriction was the issue. Logged in this morning and he succeeded at creating a new character. Thanks everyone for the replies and assistance
