The Hidden Chapter Bugged (Level 25 THM Quest)

Date & Time: I first noticed at 10/22/2013 at 11pm EST but I have been told this has been ongoing for about 5 days.

Area and Coordinates: Eastern Thanalan (25,14)

Party or Solo: Solo

NPC Name: Cocobuki

Monster Name: None

In-Game Time: 2:00 am

Steps: Upon doing the level 25 quest for Thaumaturge it tells me to speak to Cocobuki at Thal's Respite. The npc appears in the correct location, but upon selecting him to speak he does not say anything no matter how many times I try. I have tried zoning and logging out. I have been told by many others on my server that this has been a major issue for them as well. It effectively halts anyone, atleast on hyperion, from progressing to unlock black mage.
