Unable to hand in Lv. 44 Grand Company Quest (Twin Adder)

I am unable to hand in the level 44 Grand Company (Twin Adder) quest. Due to this issue I am stuck at a maximum of 40,000 seals, and I cannot rank up.

Steps:

I finished the quest, tried to hand it in, and I could not. It says completed, but then nothing happens. I am able to keep "turning it in" with the same effect.
