Eye of the Dragon Quest LNC Level 30 Quest Bugged.

As the topic says. I don't know if I'm the only one having this issue or no.

Monster name: N/A
Class/Level: 34
Party or solo: solo
In-game time: 12:49 PM (server time)
Area and coordinates: Coerthas Central Highlands (26,28)
Steps:
I was doing the quest (eye of the dragon) in order to change class into a dragoon. Unfortunately this NPC ( Logedanrel ) won't respond. I did tried reconnecting , abandoned and retake the quest still no luck.
