You forgot one little detail, you were in halatali, a low level dungeon. Expect a great amount of people not knowing what the hell they are doing when you enter them. Tanks not tanking, healers not healing, dps not following marks. Hell most tanks in these dungeons dont even mark to begin with, when i play on my marrauder i get asked a lot what the little signs mean.

You are lvl 40 so i can assume that you know in higher levels people generally have a better understanding of what to do.
