Quest "death becomes you" turn in broken

Cannot turn quest in to NPC Theobalin. He has a green check mark over his head. Action buttons dim for a sec like its trying to do something but nothing happens.
No output to the Genral/battle/event logs.
There is a green check mark on the map and mini-map for this location.
I have abandoned the quest and restarted, and have the same issue.
I have accepted and completed other quests since without issue, first and only time I have had this issue.
I have restarted ffxiv and rebooted.
Quest is to turn in a ring to him. I have the ring and have tried "use" on it with NPC targeted.
Quest reward is just experience and gil but I have confirmed that I have inventory slots open.
I am not anywhere near seals capped.
Quest is a level 36 and I am level 37.
I searched for the NPC name "theobalin" in forums with zero results.
I did find some other broken turn in threads but the suggestions did not help. Some of the above details are what I have tried from forum suggestions.
Location: Coerthas Central Highlands coords: 25,16

OS: Windows 8

Additional note: in the comments for http://ffxiv.gamerescape.com/wiki/Death_Becomes_You someone else stated they have the same issue, but no responses are given for a fix.

Resolved. Did nothing but return the next day and it was working.
