There has been a lot of documentation out there showing there are issues with routing in between the servers and the clients. Data needs to be gathered on your specific route from your client to your game server (tracert or pathping can be used, IP can be gathered via resmon--it's the one starting with 199), and then forwarded to both your ISP and SE to be investigated further.

There are issues amongst the various routing partners that need to be addressed by the people who have entered into agreements to use those ISP's for routing. They need to be identified so the proper parties can be addressed and held accountable.

Once these known issues can be addressed, then we can verify if/when the issues reside at SE's level so they can be addressed properly. Until then, things are just too inconsistent because of fluctuating errors in route, which makes it hard to properly isolate and diagnose the issues at the endpoint.
