Define participation? if a player puts himself on follow and moves or takes damage, or throws a few dots or hots here or there could throw off any management system.I'd really like what's the rationale here. People who knowingly AFK in dungeons to leech will just take it one step further and enable auto-run against a wall, or move a yalm every 10 minutes or something along the lines of that. I just can't imagine that this will have any noticeable positive effect.
I'd think that a system which measures amount of participation, and in case there is no / very little participation, you won't get any reward, is a better solution.

There is no way to accurately determine 'participation', but there are ways of approximation. FATEs do it (albeit not very good in my opinion - but even the FATE way of measurement would be acceptable), there was content in 1.0 that did it. It is possible.
In any case, it would be better than the 'kick if not moved for X minutes' solution. Little participation ("throwing a few dots or hots") is better than none. Cheating this system is still possible of course, but considerably harder than cheating the no-movement-kick one to the point where it isn't worthwhile anymore to attempt AFK leeching for most people.

Well, hey... it's a start.
The vote-to-kick feature should of been implemented on release, Camate.
See, IMHO, if you engage in multiplayer (i.e. raids), you should expect to be killed if you disappear or linger in one area for longer than say 30 seconds (after the objective has been completed). That, for me, is what multiplayer is all about. It's fast-paced and dangerous.
My only experience of multiplayer outside FFXIV and a few other MMOs has been Resident Evil 6. In that game, if you linger, you're dead.
Obviously, there are always gonna be situations that require immediate attention (if your cat has come unplugged, for example) but you can't really blame SE for not programming raids to compensate for the fact that your chips were on fire.

The development team is aware of the issue where players go AFK during dungeons without participating at all, and they will be making it so if a character does not move for a certain period of time they will be automatically kicked from the instance. This will be implemented along with the MVP voting system in patch 2.1.
I know some people are recommending a kicking system, which will be a bad idea. To many mean players that play online these days that will undoubtedly abuse it. I think something on SE end needs to be implemented but giving the power too the player to do so, bad idea!
kick by area will hard to check by SV. and when wipe all or someone just in boss fight fast when ppl not ready yet? and it can't solved about leecher who just run follow and do nothing. vote kick will solved this case but make more problem follow.
