I want to say that I've noticed it on mobs in general, but tonight I'll get on and test the theory.Are you noticing this on mobs with low health?
Inner Beast returns a heal proportion to the actual damage done, rather than the raw damage done, so if your target has less health than the amount of damage your hit would have done, then you would get less. The floating numbers that you see are the raw damage and not the actual health reduced from the mob. It's easy enough to test, get something low then hit it with Inner Beast to finish it off, you should always get a small amount back.
If you're seeing this behavior on mobs that have plenty of health left, then that would certainly be a different issue.
