Yes, this is definitely still true. It has been a bug for at least 5 days on Hyperion. Re-logging/logging does not help. SE please fix it.

Same thing is happening to my character on Hyperion been trying for the last couple days to do this quest. Really annoying. I hope they fix it soon!

Just would be nice to have the confirm they know about it and when it will be fixed... tired of going to the NPC 2-3 times a day to see if I can finally unlock BLM...

Pretty sure this is a global issue affecting Hyperion or possibly Legacy servers. Every time this bug gets reported here it's moved to the duplicate forum, though there's no link to an original bug report or thread showing the issue. I've been trying every few hours or so to see if the issue is fixed, as my FC requested I level BLM for job flexibility in Coil.

This is ongoing, every THM I've spoken to since Thursday has encountered this issue. I cannot find any information about it anywhere.

When arriving in Thal's respite and speaking to Cocobuki to progress to the instanced quest related duty battle, nothing happens. 100% of the time.

Yeah, a response to this would be nice at least. Unable to progress when you're far past the level requirement because of a silly glitched NPC that ignores everyone who talks to him.
