There have been occasions when I've been effected by actual latency issues in Titan, but to be perfectly honest it hasn't been a major issue.
It just feels out of place. When sometimes you just go, "Damn, I'm so going to get hit now!.." And you don't, and other times when I have seriously been standing outside of the AoE for like a second and still get hit. Its like playing a game with a high input lag, you can accommodate the 'extra difficulty', but it just really feels bad and not very well made, plain off-putting..

Id much rather them tighten up the animation to match the casting times, reduce the lag and reduce the casting times, would have made for a MUCH better playing experience and predictability in regards to my own reaction times.
