Why can't I play with my friend on Hyperion?

I bought this game to play with my friend on Hyperion. I can't create a character there. He can't transfer off of that server.

Character creation gets disabled almost daily on the popular worlds. However it also gets enabled daily for a time as well - normally off peak times. Best bet is to keep on trying to create a character and keep an eye on the page which is updated every few hours with character creation restrictions (it's on the main FFXIV page at the top of the news/updates).

All my friends have been successful at making characters when they did it early in the morning before heading to work. All the servers are usually open late evening and early morning.
