constant rubber banding.

hello, for the past few days I've experienced lag spikes resulting in rubber banding every 10 seconds. This has greatly negatively effected my game play. Players and bosses will freeze then speed up to catch up on screen. I've done everything I can think of to fix it on my end. Port forwarding, adding the server IP to my firewall, lowering my settings and resolution. I'm not sure what else I can do, please help.
