    I have the exact same problem and I think OkY is correct in what he said about when the characters were made, as I've seen other people with this problem coming to the same conclusion. On top of that my friends have no problem transferring characters that they've left un-touched before the free transfer period.

    After I remade my 1.0 character, as per required, I tried to transfer it to the server that all of my friends are playing on and I ran into exact same thing Imhugi is having problems with. I've tried every avaliable web browser at different times of day for the last two days, even on different computers, and I still end up with the same "World Transfer service is unavailable" message when I try to proceed with the transfer.

    I meet all the requirements for World Transfer and my character is from 1.0 so that the 3 day creation limit shouldn't be a problem. My destination server has been open to new characters as well so I don't think it's a congestion problem.

    I've sent in my inquiry ticket but they say that they only respond on business days and I really don't want to have to spend the hefty transfer fee because the system decided to bug out.

    Update: I just got a response from..."Template@Sheet" of the XIV Support Team :/ and they replied with the following message:
    Thank you for taking the time to report difficulties with the world transfer service. We understand that congestion due to a large number of requests is causing a number of issues for customers, including worlds not appearing for transfer and characters not appearing to be transferred. We are currently investigating these concerns to try to resolve these congestion issues.

    Since these current difficulties are related to congestion of the servers, we recommend trying again at a later time when the world transfer service may not be as congested. The world transfer service will remain free until Tuesday, October 22, 2013 at 01:00 AM PDT, and attempting again between these times may allow for a successful use of the service.

    Thank you for your patience and understanding as we work to resolve these issues and process all of the requests being made.

    I really don't think server congestion is my problem since, like I stated before, my friends have had no problem transferring characters that were made or modified before the free World Transfer period. Also, wasn't the email service supposed to put me in contact with a real person?

    Edit: If anyone else is having this specific issue, please speak up because it seems like tech support is only chalking it up to people whining about high traffic and I really don't think that's the case.

    I had the same response from the support, and no, it's not the congestion at all. It's definitely some type of error and I do think it's because my character was made after the transfer begun. I do meet all the requirements so I can't think up any other reason why I'm the only one that's prevented from transferring while all my friends can(and have).

    This is down right frustrating. I'm basically left out from playing with my friends just because I decided to buy the game at the wrong time. I would have rolled on the destination server from get go if I knew this would be a problem. Only reason why I rolled it on other server was because the destination server was restricted from new character creation during prime time and that would mean I had to get up in the morning to make the character.

    The whole transfer guideline doesn't say anything about newly created characters (other than three day mark) so..yeah, it's kinda misleading.

    I'm not too fond of how they're handling the support contacts either. Seems like they don't even read it and as soon as they see 'transfer' they just copy/paste the response.
