Cannot access Garuda Hard Mode

Completed Ifrit Hard Mode as part of Relic Quest. Have White Hot Ember in inventory. Quest Log says to queue for Garuda Hard Mode via Duty Finder, but Garuda Hard Mode is not available within DF.

I believe I entered Ifrit HM while in South Shroud, and issue occurred after returning there when Ifrit HM was complete.

Steps:
Undertaking Relic Weapon quest sequence. Entered Ifrit HM, which I completed (no one died, got the White Hot Ember). Upon returning to my position (next to Gerolt) I discovered that while the quest log said to use DF to queue for Garuda HM (specifically, "A Relic Reborn (Thyrus) - Obtain a howling gale in the Howling Eye (Hard)"), I discovered that the Howling Eye (Hard) is not present in my duty finder list. The map marker indicated that I should to to Coerthas Central Highlands, and so I ported there, but once there, there is no on-map location on where to go, and Howling Eye (Hard) is still missing from the Duty Finder list.

I guess it should be noted that I had attempted Ifrit once earlier, before I even picked up the Relic Weapon quest, and we had failed on that attempt.

It sounds like you never went to the waking sands and started the garuda hard mode chain. It should have you travel to get attuned at a crystal.

Never mind. I asked in game. Turns out that I needed to attune to the Aetheryte as part of the unrelated story quest line for Hard Mode Primals.

Thing is, the Relic Reborn quest line makes no mention of the need for that.

Edit 2: I would still consider it a documentation bug/issue, that the Relic Reborn quest line makes no effort to remind people that the need to do the unrelated Aetheryte attunement quest (for people like me who'd forgotten about that).
