Can't Transfer Worlds

A few days ago, I transferred to another world that I quickly noticed is very unpopulated. I wanted to transfer somewhere else, but I couldn't because you have to wait 3 days before you can use the world transfer service again.

Btw, if you have that kind of restricted, MAYBE you should put that somewhere on the page dedicated to information about World Transfer...just saying..

Anyway, I waited the 3 days, now I can use the service again but it won't let me transfer my character. It says "There are no characters available for World Transfer." It has my toon listed there and I can click on it and it takes me to my Lodestone page. So why can't I transfer?

Any before you say it, yes I meet all the requirements because I haven't done anything like join an FC or anything since I moved the first time.
