Because the first design was when XIV had a clear and unique story direction before it went full fanservice Final Fantasy themepark, shoehorning references from every FF like naming them after the FF12 scions. So now they're the counterpart of the Twelve that fight for Darkness/Chaos but aren't necessarily evil, just like my FF3 where the Warriors of Darkness weren't actually evil.
Honestly I think its because there was simply a different development team and direction during 1.0 and 2.0. Obviously they made that very clear with the story we know so far from both versions. I believe however they are trying to tie in what they can (they cant or wont just recount 1.0's story) while still going the new teams route.

I guess I just miss the fact that the reaper forms weren't messing around and everyone in the vicinity knew it.
Hell the presence of 3 seperate beastmen tribes didn't as much have a single soul willing to get anywhere near the damn thing, they all split as soon as they even felt they were around. Now we have them as humans plotting petty schemes shaking there fists when we foil their poorly thought out plans.

You'd think so.. but Anime/Cartoon-esque Evil Overlords are kept in check by the Minion's Union groups, more precisely, the paragraph in the contracts that states the boss can't intervene until all minions have a chance at work.
