Achievements with stars and gambler's crown

Some achievements give titles, some achievements give items and some achievement's reward icon is a star icon. From what I figured, it probably unlocks a quest (for example, "I got this!" gives you the Gambler's crown but you need to talk to someone for it.
First of all, how do you know whom to talk to other than going all around the world and looking at recommendations?
Second of all, is that true, are those quest rewards or am I wrong?

Ok, it doesn't even appear as a real quest - How did you find out who to talk to?

There is a NPC in each city that you talk to to get your achievement rewards. He will not have any marker over his head. In Gridania he is near the summoner class quest giver. Can't remember his name though.

Erm, the name escapes me (I think it's Jonathan or Jonathas), but the NPC is an old man standing by the Apkallu Falls in Old Gridania. Talk to him and you can claim your rewards.

Also, any idea what the star icon means?

It appeared as a help when you first got an achievements. It tells you to go talk to him when you earn an item. If you check the achievements on lodestone, it'll tell you which achievement gives which item, in this case gambler's crown so you go talk to him. The star icon is just to give you a rough idea how hard/easy that achievement is I guess.

If you ever need to know where anything is in game, google it. I know you shouldn't have to but it's a quick and easy way to know what you want to know.

The star icon means that achievement existed back in version 1.0. This is different from the "Legacy Achievements" section in that, while they ARE legacy achievements, they're still obtainable.
