1st attempt was inside limsa lominsa at the bismark aetheryte
2nd attempt and 3rd attempt was just outside zephyer gate at 22,24

Description:
Cooking Fishing bait, goby balls and crayfish balls. Started cooking at the bizmark aetheryte and using HQ items the blue bar would go up but the number would stay at 0. As I continued using various skills to increase the HQ the bar would eventually max out but the number value would stay at 0. This was also happening with my gf's character whom I was in party. Once the HQ was maxed out I would use synthesis to finally craft the items and they would be normal quality.

I have two screenshots to help show exactly what's happening, the first shot shows the bar at max but the value still 0 and the second shot shows a normal item in the log right after crafting.
