Unable to xfer

I'm not in a FC I'm in the open world not an inn or instance, I don't have mail. I don't get why I'm getting the unable to transfer, site maintenance or the world transfer is down. Anyone have any ideas as to what I'm doing wrong? I select my target realm (confirm) I select the realm with my char (confirm) I select the character and hit yes to transfer. and then i go submit. and then i get that. its down...
