I had the issue about a month ago, then disappeared after an update. Then the small update the other day made it return.
Okay, I tried and I just can't keep away. I'm gonna keep trying to fix this, I can't give up yet. Talking to the folks at the Support Center and I urge everyone else to do so as well. Even if they don't fix the problem, there is a chance that, if enough of us contact the Support Center with this issue, that they'll eventually get the hint that this is a serious issue that needs addressing.

Alright, I think I have an honest lead! I can't try it myself yet 'cause I have to pick up a router, but for those with this issue, a support rep gave me this advice:
Check the settings of security functions (such as SPI) for your router.
Also, use a port that can be used for the game.

Set port forwarding on those ports.
2. If your modem/router has a firewall, disable it.
Gonna try it myself in the next day or two. Fingers crossed!
I found some weirdness today and for the last hour or so the problem is gone! Here's all I did:
- I put the game into full screen mode (not borderless window), applied with correct resolution to monitor
- I then returned the game to full screen borderless windows mode, applied
No issue for an hour!
Fingers crossed. Maybe it reset some weird configuration file that was off?
I don't think the port forward will change anything. I play on my laptop behind the same firewall without the issue
Sometimes that does work. But regrettably, it's not a permanent fix. The issue will come back.
Leads me to believe it's an issue with the config file or something.
and... it's back. caused me to lose 9 peacock ore this morning. THANKS SE.
I just got myself a new router and tried the above advice that was given to me by the tech support guy. It seems to have worked! Still getting lag issues, but my unresponsive controller issues did not happen. Time will tell if they come back, but I am hopeful that I managed to find a good solution!
