Lamia IP is 199.91.189.40Need the IP for your game server, not the www.eidos.com webserver.
This is the same thing loads of people are getting. Something to do with your connection being routed via TATACOMM, according to one person. Square yet to acknowledge it.

This happens to me all the time during the weekends. SE needs to relieve server lag and it has not happened yet. =(
Have you tried keeping resmon open and checking your ping when the rubberbanding starts?
In my case, my ping shoots up to about 4k randomly when the rubberbanding is happening, meaning something is going wrong between me and the server, I blame my ISP, mainly because I hate them, lol.

This sounds very much like the same problem a lot of people are having (and by a lot it's growing steadily in numbers as people start to realize it's not going away).
When you are noticing these issues, open a command prompt and do: (>ping 199.91.189.46 -t). The "-t" will make it continual. To stop the ping just close the prompt window. There is another IP for the Montreal Data Centers, but I don't have it handy. My guess is you will start noticing packet losses (request timed out). Now, try running a ping to www.google.com (>ping www.google.com -t), and see if you have any problems. Again, I am guessing you won't. There are some other issues as well, with other ways of examining the issue, and I am not an expert, only going through the steps people used to help show me the problem I'm having.

Your routing is very concerning. Your connection is going to New York, then to somewhere in Europe, then back to New York, and finally to the game servers. You can see the hop to Europe when the latency jumps to 100 ms.
On top of that, tinet (the network sending your connection to Europe and back) is known to have problems with packet loss.
That's in Canada, not Europe.
