why not spread the main cities over a few in server "channels" like many MMO's do, same server, same area, but you dont have to load EVERY player to the same instance.

I totally understand trying to keep the behemoth/odin situation under control, but the city zones should not be having these limits. The level of actions performed/activity in general is lower in these areas, so they should be able to handle more people.
Q: Regarding Odin/Behemoth FATEs and server crashes
A: In FFXIV: ARR the maps are made up of 8-meter grids. In a single grid, we've set it to display a maximum of 100 players. When this grid contains more than the maximum number of players, there are cases where players and monsters do not appear. In order to address this, we will be managing the display priorities for the entire zone, and when special content like Odin and Behemoth FATEs occur, we make adjustments so that the process prioritizes this so that normal play conditions are possible. We will be making this adjustment in patch 2.1.

Over flow was absolute garbage in GW2. "Oh hey the areas full? Here go to a random over flow that could either have almost just as many people and your friends or you might end up on this baren wasteland of an overflow without your friends"They need to revert this ridiculous change, it makes the game unplayable at peak hours for many people.
They need a real solution, they need better servers, or have an "overflow" for each area like GW2 had, I'd even be ok if overflow didn't have the fates spawn, at least you can farm the mobs you need and/or do the quests you need to do.
Channels are certainly far better than overflow.
