It should be taking it's cues from either your SE account or your system. If you are running cross region, I imagine it's going to be perpetually mixed up.

I'm NA, everything setup to be NA and my system is East Coast Timezone, so the times are consistent (unless SE did a copy/paste from an announcement made to another region first, and it still states a GMT time). That is how they make their announcements by the way. They typically state a GMT or PDT time as an index (NA typically PDT, others GMT). You have to adjust the announced time according to what your local time is from that index.
