Suggestion for WAR: Lingering Wrath

I've read a lot of topics about WAR that suggest the problem with the class is balancing maintaining 5 stacks of Wrath for the healing bonus with the use of Inner Beast and other Wrath-consuming powers which are necessary to keep the Warrior going.

Proposal: When any Wrath-consuming power is used, a 5-stack buff called Lingering Wrath is placed on the warrior. This stack provides the same healing bonus that Wrath provides. The stack has a duration of 15 seconds, and loses 1 stack per 3 seconds. This bonus stacks with new Wrath buffs. So if the Warrior regains 5 stacks of Wrath 1 per 3 seconds, they have the same heal bonus as if they held Wrath, and if they regain Wrath faster they gain a bonus to being healed.

I like the idea, I can see this helping us majorly but we will see what the buffs will be for 2.1
