    Hi, I think this goes to basic understanding of tank enmity building.

    Garuda is just 1 target for the tank really (don't need to tank plumes). You say you're using Overpower and Flash -- Don't.

    Overpower and Flash are good for multiple targets, but for a single target Heavy Swing > Skull Sunder > Butcher's Block combo is far, far better. According to http://valk.dancing-mad.com/?page_id=231, you should get approx. 300+1500+4300=6100 hate from combo vs. 990+990+990=2970 from 3x Flash (and Overpower almost same as Flash). So enmity combo gives you about double the hate of Flash/Overpower.

    Also you mentioned Heavy Swing > Maim > Storm's Path combo. Taking a quick peak using the above link, that combo is about 300+680+1180=2160 hate. Less than 3x Flash/Overpower. However, it adds buffs to your damage, which increases hate of your next enmity combo.

    So here's what I'd do, and it's almost the same on every single target enemy (if there's multiple things to tank, then it's different cause you pull out Overpower/Flash):

    Tomahawk
    enmity combo, and repeat until you're happy with sizable lead showing on enmity bar (mini bars next to party member names).
    HS -> Maim combo (I hate Storm's Path personally. Mostly you want the buff from Maim. Use Storm's Eye when you get it at 50)
    enmity combo
    enmity combo
    HS -> Maim combo
    etc.

    Additionally, you may put in the off-weapon cooldown abilities in between the abilities near the beginning. Weapon ability, other, weapon ability, other, etc. is optimal. Berserk and Internal Release (cross-class from Pugilist) can add to your damage, and thus enmity. There's also Potion of Strength that does roughly the same.

    It's possible the healer is getting too much threat as well - but I think from your post that you're not building as much enmity as you could be.

    Edit: PS. Tomahawk is ONLY useful for it's ranged properties. Once at the beginning is good. If you lose boss's attention and need to get it back at range, then Provoke + Tomahawk is good. But when up close fighting, you don't want Tomahawk.
