They're not very likely to tell us until we get them though. Not only is it not really SE's way of handling things, but the fact that XIV doesn't have a public test server sets it apart from many other MMO's in a very large way.

By not being able to test them until they go live, we don't really have any justifiable reason to know the details on what we're getting until it hits live. Well, other then the fact that we really, really, really want to know . Still, until we can actively work with whatever they give us, telling us very much would just give everyone more to complain that they don't like... when we really wouldn't even know how it worked.
