Serious concerns about Duty Finder system (Leechers!)

Hi I wanted to let SE team know there are people who abuse Duty Finder system, so called 'leechers'.
These leechers get in dungeons and do NOTHING.
They do not care if they get reported; apparently it does nothing.

SO the innocent players have 2 ways to suffer.
1) Let leechers do nothing while we spend over an hour to finish instance.
2) Someone sacrifices and leave first to get 15 miniutes penalty wait.

Just today, I had 5 out of 9 parties with leechers.
We had to leave dungeon and re-queue.
That is over 3 hours wasted for queueing and getting penalty wait for what?

This has been happening everyday.
And the rate, encoutering leechers, is increasing.
I can see that more people will become leechers unless SOMETHING is done.

Please make an option so we can make a vote to kick these leechers.
Or at least get rid of penalty wait, it won't stop people from leaving.
Please LET us play the game.
