DC although chat log isnt lagging

I DC every time I try to mine or talk to an NPC. My character freezes up and I cant move. (What happens when you try and talk to a NPC or place when lagging). However my chat log works just fine. I talk to ppl in real time as I wait for my character to get kicked off. WTF is going on SE?

Edit: According to SE my connection is "excellent"

Internet Connection SpeedL: 15 Mbps UL: 1 Mbps
Date & Time:Oct 18 All day
Frequency: Every time I click to talk to an NPC or Place

Steps:Restarted PS3 multiple times, logged off and waited a few hours, tried again after wait and still same problem
