All that means is that INFORMATION regarding the dungeons is being reported by the Grand Companies. Go check the Grand Companies page, they already reported back on one of the dungeons. Dungeons are not coming here. Even Akihiko Matsui said dungeons will be coming in 1.18 in his battle reform blueprint.
